Uma análise sobre a implementação de políticas públicas de educação ambiental nas escolas municipais de cumaru em Pernambuco - Brasil

Abstract

This research had the general objective of analyzing the implementation of public environmental education policies in Schools in the Municipality of Cumaru-PE, which guide sustainable development. To understand the problem that we delimited for our study, we chose the following specific objectives: Verify in International and Brazilian Legislation at the Federal, State and Municipal levels, the basic foundations of Public Environmental Education Policies to understand the context in public schools in Cumaru- FOOT; Analyze Environmental Education project initiatives in municipal schools in Cumaru-PE and Prepare a Booklet that helps in the materialization of public policies based on the reformulation of the municipality's Organic Law aimed at Environmental Education initiatives in municipal schools in Cumaru- PE. To understand the object of study in question, we chose a qualitative approach, an exploratory descriptive study that used data collection techniques, questionnaires and document analysis. In carrying out this research, (3) three schools in the municipality of Cumaru were selected among the 22 (twenty-two) existing in the region. The research was designed using a qualitative approach. A study was carried out exploring the use of questionnaire techniques and document analysis, to understand how Public Environmental Education Policies are being materialized in the municipality. The questionnaire used in the research served to understand how Public Policies are structured in the municipality from a macro view in comparison with policies at a global and national level. The analysis of policies allows us to identify how the municipality has been establishing implementation regulations related to EA. The questionnaire data were gathered using graphs and tables, as well as compared with the established theoretical framework. It was found that there is a lack of knowledge among Managers regarding the Legislation. The teachers also explained that the environment theme is worked on in the form of projects and highlighted a lack of actions within the scope of EE. The results revealed the need to address issues of solid waste control and reforestation in municipal schools in Cumaru. From the study carried out, the need for investment in the municipality in relation to EA was observed. The research data demonstrate that it is necessary to implement actions that enable greater knowledge of public policies aimed at socio-environmental sustainability and EA. Aiming to contribute to the reflection on the materialization of public policies in the municipality, a Booklet was prepared, which focuses on guidelines aimed at the Management of Cumaru-PE, in order to be attentive in decision-making related to school Environmental Education projects. The importance of disseminating this didactic, dynamic and educational material is highlighted, to be analyzed by the municipality's Educational Management, in order to contribute to improving local sustainable development. However, it resulted in presenting a proposal for the reformulation of the Municipal Organic Law with the purpose of modernizing the legislation, with regard to environmental issues, aiming to meet sustainability proposals based on the Sustainable Development Goals, aligned with implementing environmental projects and actions in schools in the Cumaru municipal network, in order to guarantee EA in an integrated and multidisciplinary way
