Percepção dos gestores municipais e órgãos ambientais sobre o impacto das construções e da especulação imobiliária turística no litoral do município de Tamandaré, PE

Abstract

In coastal areas, there is a vast biodiversity that is subject to anthropogenic actions resulting from tourism activities, affecting mangroves, coral reefs, restinga areas, marine life, estuaries, and local communities living around these areas. Agroecology emerges in this context, contributing to the redefinition of the relationship between the environment, society, and tourism. The objective of this study was to understand the perception of municipal managers and environmental agencies about the impacts of real estate speculation in tourism on the coast of the municipality of Tamandaré-PE. Qualitative and quantitative techniques were used to conduct the study through interviews with the Secretary of Tourism, Secretary of Environment, representative of the legislative branch, representative of Brazilian Institute of Environment and Renewable Natural Resources (IBAMA) and representative of Center for Research and Extension in Fisheries of the Northeast/Chico Mendes Institute (CEPENE/ICMBIO), involved in the regulation and inspection of tourism activities in the municipality of Tamandaré, PE. The Secretary of the Environment stated that the tourist occupation in the last decade has impacted natural resources in a disorderly manner. The representative of the City Council highlighted that the city has a Land Use and Occupation Law, although it is outdated and not enforced as it should be. He also highlighted that some of the problems in the city are sanitation and the dumping of sewage from enterprises in the mangroves and in the sea, emphasizing that even though there is an environmental council in the city, it only has deliberative actions. The coordinator of CEPENE/ICMBio highlighted the anthropic actions that impact the different ecosystems resulting from tourism, revealing that once licensed enterprises must comply with the municipal master plan, but this does not always happen. The representative of IBAMA highlighted the challenge and the lack of oversight by the city government regarding sanitation, garbage on the beaches and natural ecosystems. The Secretary of Tourism revealed with concern the installation of a new wave of enterprises built in a disorderly manner. Agroecology emerges in this context as a possibility to redefine tourist activities by minimizing their effects. However, this will not happen without the articulation and coordination of all managers
